Our Client, a large civil infrastructure Contractor, is seeking a Proposal Manager to join their growing major projects division in Vancouver, BC, and Toronto, ON. Salary range : $130,000 – $160,000. Outpost Recruitment is excited to collaborate with our client on this full-time, permanent role.
Key Responsibilities of Proposal Manager :
- Manage the complete technical and commercial proposal preparation, including RFEOI, RFQ, and RFP responses, for large and complex pursuit packages.
- Ensure efficient, professional, and timely information flow, maintaining high-quality client-facing materials.
- Work closely with internal and external stakeholders to oversee, coordinate, and develop proposals to secure new work.
- Write, edit, and proofread proposal content and other communications.
- Manage the proposal process from receipt of EOI / RFQ / RFP to submission.
- Delegate resources, establish deadlines, and track progress.
- Distribute proposal information, RFIs, and addenda.
- Act as the point of contact between the company, clients, and partners.
- Maintain document management, including version control and file organization.
- Reconcile drawings and documentation with RFP lists.
- Drive the proposal management process, coordinating contributors and following up on action items.
- Analyze project and estimate requirements, and develop proposal submission plans.
- Review scope of work, identify subcontractor packages, and secure subcontract content.
- Coordinate with the estimating team for receipt of estimate pricing.
- Monitor pursuit activities for deadlines and quality standards.
- Collaborate on major joint venture project pursuits and facilitate JV bid meetings.
- Build and maintain long-term relationships with clients and partners.
- Manage multiple proposals and priorities simultaneously.
- Deliver compliant, professional proposals within condensed timeframes.
- Create proposal templates, resumes, and project sheets.
- Format proposal documents for close-out.
- Track proposal deliverables from internal and external partners.
- Research and extract relevant content from project data and statistics.
- Ensure proposal content compliance with RFQ requirements.
- Prepare or edit key staff resumes, project sheets, and organization charts.
- Organize and facilitate team meetings, including preparing agendas and minutes.
Knowledge, Skills & Competencies :
Exceptional writing and editing skills.Highly organized, detail-oriented, and deadline-driven.Strong project management skills to prioritize and coordinate multiple projects.Effective communication across all organizational levels.Proficient in Microsoft Office, Adobe, Visio, and cloud-based technologies.Excellent interpersonal skills.Technical background in Civil, Structural, or related disciplines, or construction experience.Qualifications :
Strong English language and technical writing skills, with an understanding of technical terminology.Attention to detail, proofreading, and editing abilities.Minimum of 5 years’ relevant proposal development experience, preferably with BC infrastructure projects.Bachelor’s degree or diploma in language, communications, marketing, business, engineering, or equivalent.Knowledge of industrial construction RFP and EOI processes, bonding, safety, quality control, project controls, addenda, RFIs, contract types, and commercial requirements (asset).Flexibility to work overtime to meet deadlines.Ability to read industrial construction drawings and specifications (asset).Experience in consulting, engineering, legal, or major project joint ventures (desirable).Ideal Candidate :
